The speak screen setting should also be off. Sadly Other than those two settings, I haven't heard of anything else causing the speaking bar to appear. I hope others have perhaps found out how to deal with this oddly appearing speaking bar. If you celebrate it, have a happy Thanksgiving day. I'm in Canada so our Thanksgiving was somewhat earlier.
