If your settings are such that the speaking bar appears which seems obvious, you need to understand what gesture invokes the speaking bar and how to close it. With focus on any item in the topline status bar, a two finger swipe down will start the speaking bar. When it starts, it appears in the dead center of my iPhone 7 screen, is about a half inch high, and its width expands to about an eighth of an inch from the left and right screen edges. In the upper left of the speaking bar is a minimize control and in the upper right is a stop speaking control that presents as an X and which when double tapped will close the speaking bar. Below these at the bottom of the speaking bar are the following media player controls from left to right: decrease speaking rate, rewind, play/pause, fast forward, and increase speaking rate.
I don't use the speaking bar very much but my understanding was that at some point in the past, it was handy to speak for apps that would stop speaking when the phone was locked since the speaking bar would continue to speak in such a case.
