I’m not sure because I have not tried it. I have always had an iPhone with a Sim. Google Hangouts uses your Google Voice number not your sim number. You will need a Wi-Fi data connection without a SIM. If you don’t have a SIM card, install Google Hangouts and give it a try. Let us know what happens. Google Hangouts is intended to compete with Skype, Messenger and Facetime so I doubt Google will put in restrictions the others do not have. As I said, I used to use it a lot when I had a cell phone plan that gave me only 100 minutes a month. The only time I use it now is to call Canada because people in the US can call Canada free with Google Hangouts. My cell phone provider offers free calls to Alaska, Hawaii, and Puerto Rico.
