Hey John,
I like the new update too, but I do notice a bit of a lag when in my Mail App, 
and expanding an email thread, then swiping left to right to go down throughout 
the thread.
But It's really no problem to deal with it.

Everyday I find more cool stuff with IOS 11.1.2. But that noticed lag with 
expanded email threads can only be a little annoying. But I'll take it for sure!

List, I am running an Apple 5S with IOS 1.13the latest build.  
My phone, other than burning through the battery a little bit more, is 
performing extremely well.
This new IOS operating system is responding quickly and efficiently to 
gestures.  In particular, it is running well with Outlook and my "news".

That is completely not true, almost every new version of iOS has actually 
improved the performance of older devices. I have absolutely 0 issues with 
speed and responsiveness on my 6S Plus and my wife has a 6S, she is sighted, 
plays games and all that and she has not noticed any slow-down.
My question is what Joe and Paul did to prepare for the update. Did they make 
sure to close all apps from the app switcher and as a minimum reboot their 
phone (better even to do a Reset Ndetwork Settings)? Have they tried a Reset 
Network Settings with all apps closed since the update? Also, computers and 
phones are no different, do slow down a bit over time and I find that after a 
couple of years a fresh start can make all the difference. I would recommend a 
Reset Network Settings to see if that helps, if not then taking a couple of 
hours to completely restore your iPhone and set it up as a new phone will 
probably solve the problem, like I said, it's a bit of work because you have to 
put back any media you may have on the phone, rearrange your apps (very easy 
now with the multi-drag ability of iOS 11) and so on, but in the long run well 
worth it.
Let's also not forget that sometimes we add apps and not all apps are created 
equal, some ccan cause problems and starting from scratch and adding apps back 
in small groups starting with your most important ones can help in narrowing 
down if there is such an app.
