I don't know if this is your problem but this is my expeerience..When setting up a new phone or restoring a phone from a backup, if the apps are no longer in the app store or won't work on my current version of IOS the apps won't be installed onto my device. If Im incorrect hopefully someone will correct me & offer you a solution.
