It very likely is the cable. Some cables are fine for charging but not for data transfer. Is that the cable that came with your phone?
If it is, I would contact Apple Accessibility support. If it is a third party cable, then you may need to get an Apple authorized cable. I do have an iPhone SE and the cable works fine.
