This is a bug, when iOS 11 was first released Voiceover came through the external speaker and was perfectly audible during playback. I haven’t used screenrecording that often so I don’t know in which update this got broken, but I noticed it as well a couple of weeks ago. I was going to send a message to Apple Accessibility, but forgot. I think as many people as possible should send a message, though, because screenrecording worked great for showing a developer if something didn’t work in an app or if buttons were unlabelled etc. Now that is no longer possible.

Now, if you mean the VoiceOver volume on the recording, it is very quiet because it is in the earpiece during recording. If you intend to have the screen recording include what VoiceOver is saying, then you would probably need an external speaker. I am not sure if there is a setting to have VoiceOver come over the speaker during recording.
