You can enable and disable things to show up on the control center and you can reorganize them. This is a video recording of what you are doing on the screen. The VoiceOver volume returned to normal after stopping the recording and then playing it back. Now, if you mean the VoiceOver volume on the recording, it is very quiet because it is in the earpiece during recording. If you intend to have the screen recording include what VoiceOver is saying, then you would probably need an external speaker. I am not sure if there is a setting to have VoiceOver come over the speaker during recording.
