We've noticed the same with our t-mobile phones with it saying 2 to out of
4 bars instead of out of 5 and the same with my straight talk phone..

one thing I have noticed since installing the latest update is the number
of
signal strength bars. before the update I could see 2 out of 5 bars. Since
the
update I now see 2 out of 4 bars. So they have reduced the number of
bars.
Not important but just interesting.
