I also see this change on my iPhone 8 using Verizon. From a post on AppleVis, Apple made the change to a max of 4 cellular bars with the introduction of ios 11. If this is the case, this means this whole time that our phones have been reading x of 5 bars, voice over has been reading it incorrectly, and now that it says x of 4 bars, this is the actual correct reading.
