iTunes still has a Tones section, but it's only there in the treeview when your device is connected. All you have to do is go to the folder where your ringtone is, copy it to the clipboard with Control+C, then go to iTunes and your device area, tab to the treeview and go to almost the end to Tones, tab into the list of tones and paste with Control+V. The rington is then automatically and instantly synced to your iPhone, no more need to press Apply or go to File > Devices> Sync Now.
