Yes, Downcast keeps your place in imported files, just as it does with the 
podcasts it downloads.

You can import by using iTunes file sharing to add files to the app, or use the 
Export or Open In feature of other apps such as Dropbox and Filer to bring 
files into Downcast. You can also import files from your music library. Then in 
Downcast, choose More, then Tools, then Import Files. All the files you have 
added are listed; select the ones you want to import by double-tapping them. 
There's also a Select All command. YOu have the choice of importing to a new or 
existing podcast. If you choose New, the podcast is called Imported followed by 
the date of the import. Once you've imported files, you can set options as you 
would with other podcasts. So you can set the playback speed, for example.
