Peggy, If the phone is locked, the two finger double tap will do nothing until it is in that in between state where you've started to unlock the phone and there is several things on the screen, like the media controls, etc. And if you wait a minute or less, it will just lock again. It is a little hard to describe, but when the phone is locked, the screen touches do nothing, when you first hit the lock button again or press the home button again, the screen will respond to touches.
