Apps didn't stay in their folders for me on a previous version, think 5.1 or 5, 
but they certainly did this time around.

Go figure, as you say over in the States!

they belonged, or most of them anyway. I also wasn't able to use a backup to 
restore because when I got through I must have gone ahead and synced and I only 
had one backup which was the one after the upgrade; I haven't yet taken the 
time to explore whether there's an option somewhere to have only one backup vs. 
multiple ones but this is what happened to me. I never had the problem with my 
apps coming out of folders on any other upgrade. But I haven't heard of anybody 
else who had this problem so I don't know why that happened to me. Also, you 
can back up to either iCloud or your computer and I still feel more comfortable 
both doing my upgrade through iTunes and backing up to my computer. That's a 
matter of personal preference but I just wanted people to know iCloud hasn't 
become the only option. Your decision might depend on several factors, 
including whether you are running Windows or Mac OS or even have a computer.
