Mary, If somebody really wants your iPhone and they want it unlocked what would stop them from just grabbing you, take the iPhone and put your finger on the Touch Id. Also, even if somebody did as you describe, they run away with your phone unlocked after snatching it and pointing it at your face they still could not remove the requirement for a passcode or Face Id since if you try to get into that section in Settings you have to enter your PIN. Also, if you are somewhat quick you could easily put your hand in front of your face if you noticed somebody snatched your phone and I doubt Face Id would work if most of your face was covered by your hand. I don't yet have a phone with Face Id and won't have one for at least another year since I currently don't see the need to upgrade and my wife and I have other plans which require spending money, but I think once you get used to it it will be perfectly fine and in many cases better since Touch Id is not perfect, either.
