I cannot find that Siri feature either. As far as the Walkie Talkie app is concerned I have the same screen as you describe. However in you launch the Walkie Talkie app and spin the Digital Crown you should be taken to a list of contacts you can add. I assume once contacts have been added you can then start a conversation.
