I tried that, even shutting down the phone prior to re-enabling it, and Hey Siri is still a crap shoot--sometimes it works and sometimes it doesn't. For those of you who have found that disabling it and re-enabling it worked, I'm using an SE and wonder if the newer phones are more likely to be fixed.
