That seems to be a small bug that is device dependend. Some do have it some
not.
Workaround: go to settings and put hey siri off and on again and the problem
should be solved.

I have my SE in a case, but it does not cover the proximity censor, so it
works fine.
I did not realize that if it were face down, Hey Siri wouldn't work since
I'd never tried it. Sure enough, it doesn't if the phone is face down.

the inside.
Of course if the proximity sensor is covered, e.g. the phone is screen down

I tried that, even shutting down the phone prior to re-enabling it, and Hey
Siri is still a crap shoot--sometimes it works and sometimes it doesn't. For
those of you who have found that disabling it and re-enabling it worked, I'm
using an SE and wonder if the newer phones are more likely to be fixed.
