OK, how do you add it manually.  No, it's not there.

  You have to go in to settings, general, accessibility, and add it manually.

implementation of the new Action rotor setting which allows you to delete email 
messages with a single swipe down or up and then a double tap is not 
implemented consistently throughout iOS. Below are 4 examples of places/apps

      The Apple Podcast app: I know Downcast is still the preferred Podcast 
client by most, but let's hope Apple does improve Podcast since it does have 
SIRI integration although that also needs to be improved. At this point the 
Action rotor setting is not present when in the list of Podcast episodes for a 
Podcast I am subscribed to.

       

      The Phone app: Here the Action menu is available in the Favourites list, 
a single finger flick down or up will put me on Delete and a double tap will 
remove whichever Favourite I am on.

      I still have to tap on "Edit" at the top, then tap the delete button 
beside the call I want to delete, confirm that I want to delete it and then tap 
Done at the top right.

       

      The Contacts app/Contacts tab: No deleting a contact in this new way. You 
have to open the Contact, go to Edit, go to the very end and double tap on the 
delete button there.

       

      The Messages app: I can delete a conversation in the main list view, but 
if I go into that conversation, the Action rotor is not available to delete 
individual messages in the conversation. I can clear all messages by going to 
Edit and then tapping Clear All at the top left or I can double tap one or more 
messages in a conversation and then double tap the "Delete 3 messages" in the 
bottom left where 3 is just an example, it will indicate however many messages 
you selected.

       

      Feel free to use what I typed above to paste into your message to Apple 
to ask that the Action rotor is one of the nice new iOS 6 features, but to 
implement it also in these places and others you may think of or where Apple 
may find a use for it.
