I believe Ricardo hit on a good point here. It's available where the
gesture for the sighted population is. SO wherever a sighted user
would find this, you should find it with VoiceOver now, other than
with apps. I could be wrong though, since I don't have vision and am
not 100% sure where this gesture is available for mainstream iDevice
users.
