I don't know if this is a known problem but I strongly recommend that you 
report your findings to Apple.

Is this a known problem in iOS12? Because I've been seeing it in a bunch of 
apps since updating my iPhone 7. I see it most often in mail, music and Bard. 
Do you know if it was reported to a Apple?

that, when VoiceOver is enabled, while audio playback is fine, YouTube video
is not updated.

Now I want to be clear, video and audio playback, work perfectly, if one
plays a YouTube video from within the Safari app.  

However, if one attempts to play a video from within the YouTube app, the
audio will begin but the video will not.  In order to have the video update
properly, one must disable VoiceOver, then start playback, then enable
VoiceOver while the video is active.

Just a heads-up on this one.
