I am reasonably certain that WiFi is not the issue.  

As I stated, the videos play correctly in Safari.  It’s only in YouTube that 
the video is frozen during initial playback; remember, the audio plays 
correctly, in YouTube, it’s the video that freezes.

Hi Mark. Are you sure you're not just having Wifi issues? I have iOS 12 on my 
iPhone 8 with latest version of youtube and videos play properly for me when 
Voiceover is on.
