It only switches if I happen to turn the phone off. Since I don't do tis often 
then I'm quite satisfied to use the rotor to switch it back to the 
Austrailian voice.

    I am in Canada and use the Australian voice as the default. I find this
    voice to be far superior in quality to the standard voice and is so much
    easier to listen to. For this to work properly you need to change your
    regional setting. Go to settings, general, international, region format and
    set to Australia. The voice automatically changes to Australian English as
    default when this is selected. In about ten minutes the HQ voice will appear
    and you can then decide to use it or the compact voice by turning this on in
    VoiceOver settings.
