Hello Allison, My favorite totally VoiceOver accessible Translation App for iOS is Jibbigo.
I was a beta tester years ago when it was first developed and I am so happy to report that they have maintained accessibility for the blind and low vision. I use both the English to Spanish and English to Japanese translators on a weekly basis and find it truly amazing. In fact, just last night I was talking to someone who is a native Spanish speaker. She was trying to express a particularly complex sentence; so, I whipped out my iPhone 4 S running iOS 6.0, launched the app, tapped the appropriate button, had her speak into the iPhone and, bam, her words came to me in English.
