This is just my gut feeling, but somehow I can’t imagine you have to be exactly 
on the same iOS version for this to work, not sure what other factors are 
involved, but it makes no sense that you have to be on exactly the same version 
down to the double dot number, e.g. 12.0 or 12.0.1.

You can sign in to the new phone and set up as new iPhone and then update it 
afterwards once it’s done updating, reset and do quick start.   I know it’s a 
task that is time  consuming but it’s worth a shot
