Have you also changed to Australian in Settings > General > International > 
format region? You have to do this. If you hear no difference either they don't 
sound different to you or the hq voice is not yet downloaded. I don't think 
there's anything that confirms to you that the hq voice is downloaded except 
the difference in sound.
