I think you will find several mentioned at www.applevis.com

I like NoteMaster and Meteor Notes.  Both have a free lite version with
limited functionality, but you can see if you like the way they are laid out
and spend some time figuring them out before buying the full version.

Both developers are trying to be  helpful with making changes to help with
VoiceOver access.

My top choice is NoteMaster, but others prefer Pages, Meteor Notes, and
more.

If you search the archives of this list you will also find lots of
discussion around note taking apps, etc.
