Yes, that's a bug, it read them in iOS 5. If you claim it's not a bug, then
muting the phone completely should prevent VoiceOver from saying 'screen
locked' as well.

That's not a bug that's a good thing as why would you want to know if your
screen is locked! The idea of mute mode is that, completely muting the
iPhone!
