Hi there Mark, 
On my watch series 4 when in the doc pressing the digital crown brings me back 
to my watch face. I have to scroll down to the all apps button. 
Now after playing around with it, I noticed that I can only arrange apps in 
grid view. In list view when I swipe down I will get delete or nothing. (most 
likely on the preinstalled apps.) Now if you're in the grid view, you swipe 
down and you should hear arrange apps. then double tap. Then when you swipe 
down, you should hear move right, move left, and activate. choose either one. I 
had to press the crown to get out of editing mode. .
