I suppose then, at present, there is not a way to rearrange the apps when in list view, via VoiceOver. Again, thank you for the feedback. (most likely on the preinstalled apps.) Now if you're in the grid view, you swipe down and you should hear arrange apps. then double tap. Then when you swipe down, you should hear move right, move left, and activate. choose either one. I had to press the crown to get out of editing mode. .
