Hello Donna, Yes, when you are saving a site as a bookmark, you can create a new folder to save it in. Double-tap the folder under Location, and all possible locations are shown, including a New Folder option.
For arranging existing bookmarks, open the Bookmarks screen, and then double-tap Edit in the bottom right corner of the screen. You can reorder bookmarks, and if you double-tap one, you can change its location in the same way you would pick a location when saving a new bookmark.
