The three-finger triple-tap is a toggle that turns Screen Curtain off and on.
The Power Button turns Screen Saver on. Screen Saver also comes on, unless you have it set to never, if you've had to put your phone down to answer the door or something, and after 2 minutes, or whatever time you have set, will power the screen off. The screen curtain is a voice over feature whose purpose, I think, is to provide privacy for the VO user who will not know if someone is looking over her shoulder when using her phone in a public place.
