Now I am confused. If you open a folder, you can’t get to the apps and I have never, ever opened a folder before dropping an app into it.

Then I remembered that I hadn't opened the folder before dropping the item. Then I couldn't open the folder, so I had to restart my phone. So be sure you open the folder into which you want to drag the item before trying to drop it there.
