Hi Tom, By any chance, is the folder into which you were trying to move an app located in your dock? If so, I believe that is the problem. I have never been able to move an app into a folder, so long as that folder was in the dock. so I have to move it out, move the app into it, and then move it back. I have reported this to Apple.
