We use too. My My wife is sighted and she says on the iPad Mini you see about 7 payees, while on the iPhone SE, you see maybe 3. Flicking with one finger doesn't move beyond the first screen with VoiceOver, so you do have to do the three finger swipe to scroll the screen. The good news is that you can now do several payees at once, which I guess is progress. I think I'd prefer that the one finger flicks would continue through the list of payees.
