Hi Alan, Once you turn on editing mode, touch the app you want to move, flick down until VoiceOver says, "Drag," and double-tap. Go to the place where you want to put the app, flick up or down until you hear the option to drop the app before, after, or on the item you're focused on. When you get to the option you want, double-tap. Note that you can drag multiple items at one time. If you decided to use folders, for instance, you could create a folder, then drag all the apps you wanted, touch that folder, and drop them there.
I think you will have to move both of the items currently in your folder to get rid of the folder, but using this method makes doing that much easier than trying to drag items where you want them.
