Carolyn, On my phone, If I go into settings, I find Privacy just below "Battery. It's about 8 items below General
If I go into Privacy, the first item is Location Services, and it tells me that it's on When you are on the New York page in your weather app, what happens if you do a 3 finger swipe to the right? I have added several cities to my weather app, but the first page is always weather in my current location, no matter where I am. You should check in Settings > Privacy > Location services whether it is on and whether it is on specifically for the Weather app. If it is on the weather app should report the local weather based on the location of your iPhone.
