OK. I haven't solved the issue with Chime yet, and yes I've got the correct app. But I did solve it with the Voice Over Clock. My Apple watch was the culprit there. A closer read of his odd little documentation reveals that if you have notifications on from inside the app specifically, it will send htose notifications to your Apple watch, assuming there is one. So I suddenly became aware that on quarter hours my watch was giving a notifiation, and of course it ws the time. So I turned the notifications off from within that app, and now it's speaking the time. Everything about Chime checks out with your descriptions of settings. I just think it has to be something I can solve. I need to determine if my watch is somehow intercepting Chime since it was for the voice Over Clock.
