There is a way to change the speaking rate by 5% at a time. 1. Go to VoiceOver settings > Roter 2. Make sure “Speaking Rate” is selected 3. Select speaking rate with the roter and you should be able to change it by 5% at a time by swiping up and down If you want the speaking rate permanently at 60%, the fastest and easiest way to get there is to increase the speaking rate slider to 100% and decrease it by 10% from there, as someone else has pointed out.
