No, you don’t have to open the camera app, but the phone has to be unlocked. If you try it with the phone locked, SIRI will say running your shortcut, it will even do the 3, 2, 1 countdown, but then it will say “You need to unlock your iPhone first”. You might want to go to Settings > SIRI > Shortcuts and make sure the shortcut is there and maybe re-record the phrase and see if that makes a difference.
