When my iPhone does this from time to time I close all apps, turn it off for 5 or 10 minutes and then turn it back on, that usually fixes the issue.

I think it has some possible reason to cause this issue. 1. maybe the wifi/ 3g/ 4g connection is not good. and it need some resources to search the network. 3. it may have some of the apps using lots fo ram on your phone or CPU as well. 3. maybe it is the GPS need more network resources as well.
