Hi Keith, If you bring up your list of tabs just tap on the one you want, if you flick up or down you are actually moving from “Activate” which is the default to “Close.

If you close Safari and go back and open tabs, and don't close any, just double tap on one you want, and see if that works. It could be that if you have closed a bunch, one by one, that it somehow thought it was still closing them? Not sure. You can only have one open at a time, but you can have hundreds of tabs available. You should be able to close them by double tapping and holding, and when you hear the tone, you will have a choice to close it. Or, if you want a clean start, double tap and hold on the tab button in the lower right, and after the tones you should find a close all button.
