First of all, make sure there is no dirt or grease on the screen, dirty screens can do funny things. Before doing a forced restart the way Jenny described, you should simply try to turn it off, wait 30 seconds and turn it back on. Lastly, there is no need to hold the two buttons down for 40 or even 30 seconds, in fact this may cause issues since after 30 or 40 seconds your watch should have already restarted. Just count to 12 after you press both buttons or, if you want to be sure maybe to 14 or 15. Here is what Apple says on their support pages:
Force restart your Apple Watch Don’t force restart your Apple Watch if you're updating watchOS<https://support.apple.com/kb/HT204641>. After you see the Apple logo and progress wheel on your Apple Watch, leave your Apple Watch alone until the update finishes. You should force restart your device as a last resort and only if it's not responding. To force restart your Apple Watch, press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.
