Yes, SIRI can do this just fine as can Alexa or the Google Assistant.
But what I am talking about is to get SIRI to spell a word while I am dictating
text for example in a text or iMessage or an email.
I live in northwestern BC and we have a mountain range here called the Babine
Mountains.
Try to get SIRI to write "I went hiking in the Babine Mountains" by dictating
this phrase.
I get things like "I went hiking in te black bean mountains" or "I went hiking
in the bed be in mountains" and all sorts of stuff.
Why can't I say "I went hiking in the {spell this} B a B I n e mountains" where
the "spell this" would trigger SIRI to spell out the next word and insert it
letter by letter.
This is just one example, there are so many times where you have a name or
place name or something else you just know SIRI will not get right where you
could spell it out if that were supported.
the river which runs next to our town is called the Bulkley River.

I always ask Siri to spell words. Usually for the Jumble puzzle in the morning
paper.
Just say 'Siri, how do you spell.. say word. She usually gets it right most of
the time for me.
