I completely agree, your friend who said the updates are designed more for
newer devices is not correct at all. As Anna said, especially iOS 12 was
very much a release where Apple concentrated on fixing bugs, improving
performance and efficiency instead of introducing a lot of new features.
During the keynote they actually specifically mentioned this and showed
how much better iOS 12 ran on an iPhone 6.
Keep in mind as well that while iOS 10 is still mostly supported, I just
received an email from Dropbox where they announced that they will drop
support for iOS 10 as well as hardware which does not support 64-bit
architecture. This means the iPhone 5/5C or earlier and the iPad fourth
generation and earlier. If you use Dropbox the app will soon no longer
work on any of those devices or on newer devices which haven't been
upgraded at least to iOS 11.
The current version of iOS is 12.4 and just as Anna, I highly recommend
you update. Just make sure you follow a few basic rules:
1. Go to the app store app and check for updates and make sure all your
apps are updated 2. Close all apps from the app switcher 3. Turn your
phone off, wait 30 seconds and turn it back on 4. Go to Settings > General
> Software Update and install iOS 12.4 5. After the installation finishes
and the phone has rebooted, leave it plugged in over night since there is
a lot of stuff going on behind the scenes after such a major update. Then
in the morning I would do another reboot of your phone and you should be
fine and most likely you will notice your old phone is snappier than
before.

Apple put a lot of work into improving the performance of older devices in
iOS 12. I would encourage you to update. You'll get a lot of security
fixes as well. Also, it's possible that apps will perform better, since
developers tend to gear their apps to newer versions of operating systems

Speaking of newer versions of Apps, I downloaded the Facebook App
recently and have deleted it several times already. It's back on the
phone again with the same issue that drove me to delete it twice
already. I get bumped out of the post I am reading and don't know why.
I assume it is because some notification is coming in or perhaps the
newsfeed is being refreshed automatically. It's annoying. I wish I
hadn't deleted my older version some time ago. It worked just fine
without all the bumping me back to the top of the page. Unfortunately,
or unfortunately, the Facebook App is so much easier to use with a
screen reader than accessing it through their main site.
Has anyone else encountered this problem? If so did you ever resolve
it?
