Hello,

Sounds like your smtp server does not allow sending messages from outside their 
network.  As your phone is sending when connected to another network this would 
explain your issue.

You could ask your e-mail provider if they offer what is known as an 
authenticated smtp service.  If not you can buy this service at a relatively 
low cost.  You then use the server and enter its credentials and you can send 
e-mail from wherever you like no matter what network you are connected to.

Here in the UK EE my internet service provider does not offer an e-mail 
service.  I have an imap service with a company called names.com. I also have 
authenticated smtp from them so I can send and receive e-mail without 
difficulties.
