I've heard from a third party keyboard developer that iOS 13 has some issues with those using third party keyboards and Voiceover. I would caution those doing so from upgrading immediately until these issues are resolved. I know I depend on FlickType to do about 95% of my input on my iPhone 8 so I'll not be in a hurry personally to upgrade.
