I had no idea my question was going to cause such a flurry of messages.
To be clear: this happens to me no matter what kind of phone the recipient has. And I’m not getting a “retry” option; it just says “failed to send” and goes away. But in each case I have gotten a response, one from an iPhone and one from an Android phone. Might I just say, in all kindness, that I find the messages that say “I don’t have this problem at all” less than helpful. I wanted to know if this was something to be concerned about and what I might do to fix it. I have lots of ideas about the latter. Those of you who are not plagued by this minor irritant, I am glad for you. This seems to happen when I try to text those who do not have an IPhone. Every single one I have investigated has an Android. Once there is a text in the messages app, the next message seems to send just fine. So, for example, I send a message to ABC & it fails. I send it again & it works. As long as I leave these messages in the message app, I can successfully send another message to ABC next week. If I were to delete the messages from the message app, the whole process would start again. This is very annoying & I have not found a setting I can change to fix it.
