I agree, as with every new release there are some bugs, but the accessibility improvements of iOS 13 are about as major as they have been in a very long time. Things like Activities and more ways to customize I think are all worth it. And of course nobody can continue for all that long with older iOS versions, sure, you could probably run iOS 12 for another year, but while I can't remember which app update it was the other day, but one update already mentioned that they now dropped support for iOS 11 with that update and that was only 2 years ago.
