That is a bug please people really stay away from ios13 until 1 or 1.1.

‘M wanting to move around some items on the rotor of iOS13 like “Braille
Table”, “Language” and others, but they seem to be grayed out, and don’t
want To be reorganized! Is this normal I wonder for the new iOS?
